ARTÍCULO 1°.- Instrúyese a la SUPERINTENDENCIA DE SERVICIOS DE SALUD que otorgue un apoyo financiero de excepción destinado a los Agentes del Seguro de Salud que hubieran sufrido o sufrieren una caída en la recaudación durante el mes de julio de 2020 y los sucesivos meses, en cada caso con relación al mes de marzo de 2020, para garantizar el adecuado funcionamiento de los servicios de salud durante la vigencia de la pandemia de COVID-19, así como el pago en tiempo y forma a los prestadores, indispensables para la continuidad de la atención de los beneficiarios.
ARTÍCULO 2°.- El monto del apoyo financiero establecido en el artículo anterior será abonado con recursos del FONDO DE EMERGENCIA Y ASISTENCIA creado por el artículo 6° del Decreto N° 908/16, afectados al PROGRAMA DE ASISTENCIA FINANCIERA PARA EL FORTALECIMIENTO INSTITUCIONAL Y MEJORAMIENTO DE LA CALIDAD PRESTACIONAL DE LOS AGENTES DEL SEGURO DE SALUD, instituido por el Decreto N° 554/18.
Dicho monto será el resultante de la diferencia entre la suma de recursos percibidos por aportes y contribuciones previstos en el artículo 16 de la Ley Nº 23.660 y aportes del artículo 39 de la Ley Nº 24.977 durante el mes de marzo de 2020, y la recaudación percibida durante los meses alcanzados en virtud de lo previsto en el artículo 1º, de conformidad con la información que brinde la ADMINISTRACIÓN FEDERAL DE INGRESOS PÚBLICOS (AFIP).
ARTÍCULO 3°.- El apoyo financiero establecido en la presente Resolución deberá otorgarse hasta tanto se levante en todo el país el aislamiento social, preventivo y obligatorio dispuesto en función de la pandemia de COVID-19 o se agoten los recursos existentes en el FONDO DE EMERGENCIA Y ASISTENCIA creado por el artículo 6° del Decreto N° 908/16, lo que ocurra primero.
ARTÍCULO 4°.- Lo dispuesto en la presente Resolución no exime a los empleadores o sujetos adheridos al Régimen Simplificado de Pequeños Contribuyentes (RS) de abonar los aportes y contribuciones a que se encuentren obligados en virtud de la normativa que les resulte aplicable.
ARTÍCULO 5°.- Los Agentes del Seguro de Salud deberán destinar la totalidad de los fondos recibidos en función del apoyo financiero que por la presente Resolución se instruye otorgar, a garantizar la prestación de servicios de atención de la salud a sus beneficiarios.
ARTÍCULO 6º.- La presente Resolución entrará en vigencia a partir del día de su publicación en el Boletín Oficial.
ARTÍCULO 7º.- Comuníquese, publíquese, dese a la DIRECCIÓN NACIONAL DEL REGISTRO OFICIAL y, cumplido, pase a la SUPERINTENDENCIA DE SERVICIOS DE SALUD. Ginés Mario González García
